SAMscout AI:
From opportunity to reviewable draft.

I built SAMscout AI for small businesses pursuing federal work without a dedicated proposal department. It connects opportunity research and company information to a staged drafting process, with review built into the workflow.

By Albert LaScola ·

The problem

The proposal starts before the writing.

A federal opportunity brings together solicitation documents, evaluation criteria, company qualifications, deadlines, and pricing decisions. The contractor needs to understand the work and decide whether to pursue it before producing a response.

SAMscout organizes those inputs around a company profile and an opportunity. The application helps carry relevant business context into drafting, so the user can review a response against both the solicitation and the company’s actual capabilities.

The product workflow

Keep the inputs, draft, and review connected.

  1. Find an opportunity

Use opportunity search and filters to narrow the set of federal notices. Connect the selected opportunity with the organization profile and relevant company information.

    Opportunity tools →
  2. Examine the requirements

Analysis extracts scope, requirements, evaluation criteria, dates, and issues needing attention. Those findings give the contractor material to assess before deciding how to respond.

    Contract intelligence →
  3. Draft in stages

Draft Studio separates strategy, section writing, checks, review, and assembly. Section writers receive relevant context, while checks can return structured feedback for revision.

    Draft Studio workflow →
  4. Review before submission

The user reviews the output, resolves issues, and checks claims, citations, calculations, and solicitation requirements. SAMscout produces drafts; it does not file proposals for the customer.

Product decisions

Build an application around the model.

Give each stage a specific job

The proposal pipeline separates planning from section writing and review. Pricing and compliance sections have structural checks, and reviewers can send issues back for revision. These stages make intermediate work inspectable instead of treating generated text as a finished submission.

Keep company evidence attached to the draft

Opportunity analysis and the company profile provide context for the response. Draft Studio’s documented past-performance workflow constrains writers to linked records and flags drift for review. The user still verifies every citation and the claims it supports.

Separate the platform from model usage

The customer connects an AI provider account. SAMscout organizes the context and coordinates the workflow; the selected provider performs inference. Provider usage is billed directly by that provider, separately from the platform subscription.

Understand provider setup and costs →

What this demonstrates

A working product, with defined boundaries.

The result is a specialized application that connects opportunity information, business context, model calls, and review. Automated checks do not establish factual or regulatory accuracy. A qualified person remains responsible for reviewing the response and deciding what to submit.

The public feature, Draft Studio, terms, and security pages describe the product’s capabilities and boundaries. Review the security guidance before deciding what information to upload. Documentation reviewed October 22, 2026.
